Editor

He is the editor of Die Welt, the national newspaper of the Royal Empire. Once Dalton gets the manuscript on the Invisible 9, written by Cecil's brother, he brings it to his editor. The editor feels they should be cautious with it and tells Dalton he would include the article if Dalton can get information from the living proof.

After Dalton leaves, the editor has his assistant contact someone at Maximum Priority, which results in Dalton being assassinated. Afterwords, the story disappeared but the Editor claimed that no story was ever filed, despite Cecil and Alice's claims to the contrary.
